This is what happens when you dont wash plastic with soap and hot water before you paint.

Life is not a journey to the grave with the intention of arriving safely in a pretty and well preserved body, but rather to skid in broadside, thoroughly used up, totally worn out, and loudly proclaiming to the Lord,
"Wow, What a ride!"

What rims are those CC and were they painted prior to re-painting them? I think if you used any other color than white you would have been fine. You have to use light gray primer if you are going to use white I find.

X2 wipe them down with wax and grease remover, light sanding with 800 grit and fog them with primer.

A good scrubbing with Dawn soap should get any wax and dirt off. I find that paint sticks better when the plastic has been primed. Cool looking rims by the way
