Also note that Paypal charges can be reversed by a CC company at any time, regardless if you've shipped already or not. If you don't have all shipping information available, you're out the item and your money. Great little scam he's got going...

Just our time. That address has long been flagged as a do not ship to address, even if payment was actually received.

There are MANY others who aren't as lucky though...
